After slaying a made man, Toni Cipriani, who was once the Leone family's go-to expert, briefly retreats into seclusion before returning to Liberty City. Rival families vie for power in Liberty City, which is on the verge of disintegration as a result of labor unrest, political corruption, organized crime, and drug trafficking. When Toni endeavors to establish the Leone family's dominion over the city, he encounters resistance from perverted assassins, immoral magnates, unscrupulous officials, and his own mother.
